Joseph A. Miele

Chief Executive Officer

Mr. Miele has extensive experience in management and business. As the owner of Spectraserv and its subsidiaries, Mr. Miele has guided and overseen the company throughout the last 15 years as it has evolved to better service the needs for clients in the region. Prior to joining the management team at Spectraserv, Mr. Miele was actively involved in the technology industry, real estate development and property management.


John Wengryn

President, Waste Division

Mr. Wengryn is responsible for the daily operational management of the Companies' Waste Operations. He also oversees the company’s efforts to bid or propose work to be performed by Spectraserv. In addition, he is involved in the development of programs designed to maintain Spectraserv’s competitive advantages in providing its services to the waste management field.

In 1973, Mr. Wengryn joined Spectraserv as a Sales and Operations Coordinator. Eleven years later in 1984, he assumed the position of Vice President and Chief of Operations. Since then, as current President of the Waste Division, he has become responsible for the oversight of bid and contract preparation, including the estimation of the labor and equipment demands for waste management proposals. He also supervises the development and implementation of schedules for work to be performed in both the Waste Operation and Construction Divisions.


Steve Kulcsar

President, Construction Division

Mr. Kulcsar manages Spectraserv's Construction Division including all the firm’s project managers, engineers and construction superintendents in the development and implementation of treatment system, construction and mechanical rehabilitation, and repair projects. This involves estimating, specifying, and purchasing equipment and supplies, reviewing shop drawings and making any necessary modifications. It also includes project management, and acceptance testing changes to individual projects. He collaborates with senior management in setting long term goals and objectives for the Construction Division.

Mr. Kulcsar entered the employ of Spectraserv in 1987, and has since applied his mechanical expertise to projects as varied and technically demanding as the installation of dewatering equipment and replacement of wastewater treatment components to the implementation of multimillion dollar sludge management programs. Previously, he was a Project Engineer for U.S. Gypsum Co. where his responsibilities included developing and implementing capital improvement projects; maintaining plant environmental control and energy conservation; supervising project installations; and using AutoCAD for design and drafting activities.


Frank M. Brown

Treasurer/Controller

As Treasurer and Controller, Mr. Brown oversees corporate fiscal policy, directs accounting functions and maintains financial documentation for analysis and reporting purposes for Spectraserv and its affiliates. In addition, he manages receivables and payables, and implements and enforces rigorous cost control procedures on every project the company undertakes. In addition, Mr. Brown is involved in the development of Spectraserv’s insurance portfolio. He works with loss control specialists to minimize operating and professional liabilities.


Steven Wells

Vice President & Secretary

Mr. Wells is responsible for the day-to-day management of Spectraserv’s field operations. He monitors the work of project superintendents, foreman, trade labor, and subcontractors. He oversees all aspects of jobsite labor activities through final acceptance, including the coordination of division personnel, as required, to optimize scheduled project completion. He is also responsible for the exploration and estimation of new work for the company.

Mr. Wells initially began at Spectraserv in 1989 as a Project Engineer where he successfully worked on many wastewater treatment rehabilitation projects, and was promoted to Project Manager. During his tenure as Project Manager, he successfully coordinated and managed the timely completion of numerous construction projects, totaling over $100,000,000 in revenue. He became Operations Manager in 2009, and subsequently Vice President and Secretary in 2016.
